This has always been a myth. The darker cigars are what is called a Maduro. This is just a process of producing the cigar. Some Maduros can be rather mild. So, to answer your question, no, the darker the cigar has no effect on the strength.

What does have an effect on strength is the area in which the tobacco leaf was harvested off the plant. For instance, if a leaf was grown at the top of the plant and was exposed to more sunlight, that leaf will have a higher percentage of nicotine in it. The leaves that are used from the lower end of the plant or plants that are grown in the shade, will have a lower percentage of nicotine. When you are choosing a cigar, you can ask your local tobacconist for a "shade grown" cigar which will be rather mild and easier to handle if you are a first time smoker. If you are experienced and want to try a "sun grown" cigar, go for an Alec Bradley, it will be quite strong and I do recommend spitting frequently as to not absorb so much nicotine while smoking. Most of the darker cigars I've smoked were pretty strong.
