I have a little wall that i need to build it is only about a 1 meter but the concrete is slopping what is the best way to build this wall?

DO NOT build on top of the existing concrete. Remove the concrete along the path your wall will take. Then build the wall level. Remember to leave "drains" in your new wall to keep water from building up on the up hill side. This is easily done using PVC pipe. Just cut the pipe as long as your wall is wide, lay it down and build around it. Then at the completion of the wall, on the up hill side, use a little quik-rete and build a small dam guiding the water through the pipes.

Best way is to build it level and slope or angle cut the first couple of layers to match the slope of the concrete and bring it level. If the wall isn't too high, too long or too sloped, you might get away with just building it to match the slope as long as you anchor the downhill base of the wall well.

Another option is to roughen the floor & anchor strip of wire mesh to the sloping floor & cast the base cement/sand screed till the top is flat. Let the base screed hardens for a day. Next day, lay normal block wall ontop of the flat base screed.

Another way is to pour a support wall before the bricks, just a little larger than the brick base and levelling the top of this wall.
Then you can mount the bricks on top of this wall (after it dries) normally.
