I have an hourglass body and I'm a size 6-8. The only problem is I am currently working on losing weight so choosing the size for a dress is hard.

Where are you? That can determine where you should shop. Most of the major department stores will have dresses in your price range. It might also be fun to look for a local designer who has a shop in your area--you could get something beautiful and unique that way.
Does it have to be a single item, and does it have to be a dress? Because you could pick out several different pieces to mix-and-match into some great outfits, too.
As for size, buy one that fits you now, so you know for sure that it looks good on you. If you end up losing weight, you can always have it altered.

Ok, many designer stores don't have many dresses for $300 dollars. But, there's this great store called anthropologie (link for dresses-http://www.anthropologie.com/anthro/catalog/category.jsp?popId=APPAREL&navAction=poppush&navCount=1&pushId=APP_DRESSES&id=APP_DRESSES )
and they have some really nice clothes. They may not be designer, but they do have some dresses for $300 dollars, and under (of course).

What's the occassion?
Get someting timeless and that is made well. A well made dress can be altered easily. There are so many great places.
I would look for designer dresses on ebay as you will get the best bang for your buck.
