Pick up a can of CRC FreezeOff rust penetrant. You can get it at an auto parts store. It chills the metal and cracks the rust so it can penetrate. Next, use an air chisel with a hammer bit and hold it against the trailer hitch. You're not using it to drive out the bolt. You just want to vibrate the heck out of the hitch. Do that a few times and keep spraying it with FreezeOff and the bolt will come out. Works every time

Got to a place that installs trailer hitches or a truck garage and see what they have on hand. Usually it's an impact wrench.

Air operated impact wrenches do a better job than applying pure torque.

There is a special tool that uses a clamping jaw to split stuck nuts but I've never seen one large enough for that size.

Another option is to use an acetylene torch to cut it off. Or, if you have a lot of patience and a few spare blades, you can use a hack saw to cut it off.

the easiest way is to heat the nut, this will break the seal the rust has on it.

Air chisel---take it to a muffler shop and have them air-hammer it out.

if liquid wrench or penetrating oil don't work, you may end up boring it out.
