First off, never EVER go to Modell's. They are a huge rip-off, no matter how many cards are in the pack. Always try to go to a candy store for the best deals, price wise.
I would say that Topps are better, but you get more for your money with Upper Deck.
Upper Deck gives about 8-10 cards sometimes. Then again, it's quality, not quantity, right?

It really depends on what you like! A great buy, is to go to a store like Target or Wal-Mart, and buy those boxes that have a group of packs in them.
They range from $9.99-$19.99. You get a decent amount of cards, and a better chance of getting a special card: Game-used bat or jersey card, autographed card, etc. Good luck!

dont buy them at card stores, way overpriced.
