While you can, you are placing him in a bad position. First, her parents are crazy for giving that permission. My MIL did that for my SIL. She didn't finish school, and she and her husband are barely hanging on.
If the parents are going to allow this, they probably need to sign a legal document indicating that he is now her guardian -- so he can take care of her if something happens. And the girl needs to get a job and some insurance -- unless they are married his won't cover her and the parents won't either.

It should be OK but if you have sex and get found out, expect him to be sent to perverts row when he goes to prison. Sex with a 16 year old is a Federal Offence and he will be convicted of "Statutary Rape of a Minor". He will then spend the next five years excercising his anal muscles with all the pervs that share his prison wing. If you move in with him, I can guarantee that somebody in your neighbourhood will tip off the police etc. and then the trouble will start. Stay at your parents until your at least 18.
