This is just my personal interpretation, not neccessarily what they feel it means.

It sounds like this:
EVIL COMES DISGUISED means evil is lurking in places you wouldn't expect
LIKE A CITY OF ANGELS means it looks like a blessing
I'M WALKING TOWARDS THE LIGHT means he's wanting it and going for it

So, basically, something that looks like a good thing is something he has worked for, but in reality turns out to be a bad thing.

It doesn't mean much as it's disjointed with three phrases that are trite and irrelevant put together.

I can understand the disguised evil. That is everywhere.

Angels don't live in cities. For a start they're all male (according to the Bible) and are there to serve God's bidding so wouldn't live in a city. Surely Heaven is their abode.

Walking towards light is a figurative expression meaning, perhaps, better understanding or reaching something glorious.

Together they don't make sense, at least, not to me. I can see. however, how such phrases would be used in a song, probably written by someone with little imagination.
