I couldn't find such a word that you mentioned, but according to my search the more likely spelling that matches with that is

Perspicaris

which is:

a fossil arthropod from the Cambrian period. It was 2 or 3 cm long and bivalved. The valves, encasing the thorax, were joined together by a dorsal hinge.

It is difficult to establish the lifestyle of Perspicaris. Its large eyes and other parts would suggest a swimming animal, yet it lacks claws, which seems to suggest a bottom feeder.

Fossils of this creature are found in the famous Burgess Shale in British Columbia, Canada.

This is a portmanteau word (two words combined)

It comes from a) perspicacity and b) precarious.

a) = wisdom and having a penetratingly able understanding

b) = about to tumble and fall.

So your word means having the wisdom to understand, but only JUST since at any minute, the understanding will fail!

Like me and economics: - I get it while you are explaining it to me, and then, BOOM my 'understanding' , it is gone!!

There's no such word. Do you mean perspicacious? If so it means:-

having keen mental perception and understanding; discerning: to exhibit perspicacious judgment.
. Archaic. having keen vision.

I don't know "perspicarious;" do you by any chance mean "perspicacious"? Perspicacious means having sharp judgment or perceptual skills.
