Are you talking all-time?

My guess would be Johnny Vander Meer or Bobo Newsom. I think they both made 4 All-Star appearances in their careers and finished with sub-.500 records.

Warren Spahn has the most All-Star appearances for a pitcher, with 14, but his lifetime record was 363-245.
