Forget Castilian (Spanish does not exist as a language), Italian or French! You need a remedial course in the English language! Your grammar, syntax, orthography and lexicon are atrocious. I suggest you invest in a good dictionary, thesaurus and grammar guidebook!

Capricious means impulsive so they're telling you that you cannot change your courses once you have started them just on a whim. Once they know the number of students for each course they can plan and budget accordingly. If students just drop out on an impulse it will spoil things. Obviously you should think carefully before applying for any course since once started then you will have to finish any course you enrole for. If you don;t like Spanish then don't take it, take Italian or French instead.

You will not be allowed to change your courses out of the blue, for no reason.

Capricious means erratic, or on whim. And, that means that you do things for little or no reason, usually quickly.

(er·rat·ic (-rtk)
adj.
1. Having no fixed or regular course; wandering.
2. Lacking consistency, regularity, or uniformity: an erratic heartbeat.
3. Deviating from the customary course in conduct or opinion; eccentric: erratic behavior.)

(ca·pri·cious (k-prshs, -prshs)
adj.
Characterized by or subject to whim; impulsive and unpredictable. See Synonyms at arbitrary.)

Capricious-Characterized by or subject to whim; impulsive and unpredictable.
It means don't change things on a whim, if you make a change you should stick to it unless you HAVE to make a change.Like, don't go from Spanish to french to art classes to ballet class (i don't know) in one moment because it will screw the both of you up.

Capricious course changes means sudden and frequent changes will not be allowed. I would think you could change your language course as long as you only make the course change immediately and one time.

It means that you shouldn't keep changing your classes impulsively and without reason.
