That could be either a lack of compression or problem with the kickstart mechanism. Is it a 2 of 4 stroke bike?
To start off with, take off the plug and shine a torch or place a thin piece of wire down the hole. Then kick the bike over...if you dont see any movement, its more likely to be a problem with the kickstart.
Does the bike bump start? If not, there could be a hole in the piston which is causing the lack of engine compression. Its a pretty big job: try to get the Haynes manual for your bike and ask a mechanically minded friend to give you a hand.
You know what? Im a girl. I hardly know anything about bikes. Sorry! (arent kittens lovely? etc etc)
Good luck!

Sounds like the kick start mechanism is damaged.
You'll have to remove the clutch cover and inspect it.
