This is why in the history of man-kind true democracies do not last more than a few hundred years. We American's that are alife now have been very fortunate to have been born during the time we have. I believe that we are seeing the beginning of the end of the freedom's that we have had during the past two hundred years. Political corruption, extreme partisianship, nothing getting done, social dis-order, racial tension sticking it's ugly head up again, on and on. Just read some of the answers you got with this question.
It goes further than just our government. Look at most churches. Back when I was a boy, churches took their contributions and actually helped people like Jesus said to do. Now days, they build a bigger fancier church or a gym or something like that. Very few do anything for the poor or help out the community. And these same people, gripe about the welware system.
Look at this Katrina crap. Yes, our government was slow in responding. But is it the governments responsibility to completely rebuild that? I've lost a house to fire and one to a tornado, and not one person helped me recover nor did I expect them too. People have got to get off their butts and be responsible for themselves instead of setting back and waiting on hand-outs or blaming everyone else for their problems.
The war! I'm so sick and tired of people gripping about this war. There are people in this world that want to kill me just because I'm an American. I've never done anything to them (well, I have because of my chosen career, but it was in armed conflict), but not personally. The average American has never done anything to them. And, it does not matter if you are white, black, hispanic, american indian, catholic, baptist, athiest, or pagan, they want to cut your head off and drag your body through our streets. They mean business and it's about damn time we started to mean business too or either we learn to say 5 prayers a day or die.
The bad thing is, politician's know all this and stir the pot. They keep opposing sides at odds. It's all about votes.

Negativity and partisanship covers up for the real problem, which is that both parties are much too close in actual political philosophy. Whenever you have two apparently identical products in the marketplace, their advertising tries to emphasize their differences, to differentiate themselves from the competition.
The real problem is the importance of money in politics. Both parties get their money from the same places, so you can't really expect them to have different goals, to work for different results.
But I mostly blame the Republicans. Over the last 30-40 years they have pioneered whole new areas of negative campaigning, opposition research, and 'the politics of personal destruction'. This has worked so well for them that you'd never believe today they were still the minority party in the US and always have been. It's really the only way a minority party can win, by energizing their 'base' and getting them to the polls, while also turning others off to politics, getting people so disgusted that they don't even want to vote.

Like any pension plan, there are only a few variables in the whole Social Insecurity scheme.
how much you pay in [tax rate]
when you start drawing out [retirement age]
how much you draw out [pension payment]
what you invested in along the way [risk assumed]
ok, oh wonderful political fixer, now's your chance!
We all know that Social Insecurity is a train wreck that will happen in the future. The system is massively insolvent and something has to change.
You decide how to fix Social Insecurity.
After that, try to figure out how you'll get your party re-elected given that at least one politically power and active group wants your head on a platter [and would cheerfully run the rest of you through a wood chipper].
That's why. The voters are the problem. Congress is only a reflection of the voters.

I believe there are appropriate times to actually honor the constitution and perform the necessary "checks and balances", but I sincerely believe this started with Whitewater in the 90's and Ken Starr couldn't find anything, so he kept digging and digging and he found a few blowjobs. Bill lied under oath and should have been disbarred.
But I sincerely believe that the question should not have been asked. I don't care. So it's okay that Rudy cheated on his wives and left them but just didn't lie under oath about it? I'm not condoning Bills lying it was wrong. But call a spade a spade.
I really don't care about the personal lives as long as they aren't breaking any laws.

Because this is what the entire political process has devolved into. For some reason, politicians (any many other people) think that exposing motives is a sufficient way to address an issue. Republicans accuse Democrats of liberal bias. Democrats accuse Republicans of conservative bias. As a result, no one ever talks about the issues, only motives.

Perhaps President Bush should stop and think about all of the billions of dollars being spent on death and destruction in Iraq, and use that money to rebuild our infrastructure (roads and bridges) also the money spent and Iraq could be used for Health Care.
Iraq never attacked us, going to war there was totally optional. Bush chose that path, and he must deal with consequences.
