Sampling is borrowing a beat, chorus, or melody.
Stealing is taking the whole backbone of a song, especially without any credit.

thats usually called "sampling". Alot of producers use samples from old songs, and put them on new beats. This gives the song an old flare over a hot beat. Producers known for this type music are Kanye West, and many others.
