i want to take my 2 year old tubing down the river, but first i wanna make sure its safe for her to go, anybody have any comments?

Currently the river is closed to tubing. The flow rate below the dam is over 4000 Cfs they do not allow tubing above 800 cfs and I wouldn't let my kids tube at higher than 250-300 cfs.

However, if they do reopen the river and slow the rate, I feel that tubing is unsafe for anyone who cannot save themselves. I had an adult relative who had not been tubing before get caught in one of the small waterfall type drops and pulled under by the turbulence. I was knocked from the tube by her tube and was able to pull her out. The real problem is sometimes the tubes when tied together will flip other times they will come apart and you are down the river and unable to get to the child. Even with the required life preserver I would not recommend taking a 2 y/o at all, but at best wait till the flow is under 200 cfs.

Two is way to young especially with all the rain in the area lately. Tubing is a relaxing experience, but you need to be a good swimmer just in case.
