Well, that would depend upon the year, because it isn't the same every year. But I'm assuming you were born say within the last 20, 25 years? If so, then your place and time become important. Because at approximately noon GMT it would have been 0 Pisces and a few degrees. So if you live in the states, the sun would still have been in Aquarius, But if you were born say 4 in the afternoon or later, you'd be a Pisces.

Do you know exactly what time and where you were born? If you go to http://www.alabe.com/freechart/ you can find out what your actual sign is. I am born on the same day as you and am an Aquarius (technically speaking), but if I were born a few hours later I would have been a Pisces. Either way, if you are born on the 19th its highly likely you exhibit quite of few traits of both signs.

It depends, really on the time and place of birth. Go to an astrology site and put in the time and place -- the longitutde and lattitude is important and it should be able to tell you exactly, as although that is the day the sun goes from Aquarious to Pisces, it may not yet have been Pisces at the time and location of your birth.
