Its possible that it may have some effect... The moon is far enough away from the planet that the only way we see its gravitiational affect is from the tidal currents. High water line and low water on the oceans, but when there is a full moon the earth is experiencing a high amount of tensile forces because the sun and the moons gravitational fields are pulling against the earth, the opposite is true during new moon but the earth experiences compressive forces, the sun and moon's gravitational field pulling the same direction on the earth,
---making someone born during an eclipse not much different than someone born during a full moon, they are just in line, therefore the forces are the greatest. ---But people are naturally most stressed during New Moon and craziest during Full Moon.

In our part of the woods, it would mean that the mother would have missed the lunar eclipse (unless someone taped it for her). If she is very fond of lunar eclipses, she may resent the child for having made her miss the eclipse.
I do not know of anyone who is THAT fond of lunar eclipses.
In, let us say more basic cultures, if the parents sees the lunar eclipse while giving birth (or very shortly before or after), they may convince themselves that it is meant as a sign that the child is special. If so, they may treat that child differently than other children in the same community (or tribe, or family...). Being treated differently may have an effect on the child's development.
The Moon itself does not care.

I was born on earth day...Dosent make a difference im prety sure they cant understand yet NO DIFFERENCE AT ALL Thats like saying I was born near a waterslide... It has a effect on me....But seriously who dosent like water slides
