A degree is definitely a higher qualification than an 'A' Level.
I'd suggest that the highest qualification was a Ph.D.

A degree is a higher qualification than A Levels and a diploma. It takes between 3 - 5 years to obtain one depending upon which course you undertake and you generally need A Levels before you can pursue a degree course.
A degree would generally cover more ground than A Levels. E.G If you were studying for an A Level in law you may cover about 4-5 subject areas over the two year course, whereas with a degree in Law you would cover 6 subjects a year.

A Bachelors degree is a higher qualification than A levels and diplomas. Then you can go up to a Masters degree and then a Doctorate. Other than professional qualifications I think that is the highest!
