I am going with playoff seedings, as that is more important than standings.
1. Detroit - I haven't seen anything to convince me that this team will be worse.
2. Chicago - Ditto
3. Toronto - I think you will see some major improvement from a team that was playing rookies last year.
4. Miami - The Southeast is going to be lousy this year.
5. Boston - I suspect they will take it easy, knowing that they are a lock for the playoffs. Still a top tier team.
6. Cleveland - I think they take a step backward either way, but there is a big question as to whether they will sign their free agents.
7. Washington - Tough not to see the same trio doing about the same thing this year.
8. Charlotte - Essentially upgrading from Morrison to Jason Richardson will make a big difference.
Western Conference
1. Dallas - Unless Cuban hits the panic button, this is still a 60 win team.
2. Phoenix - Adding Grant Hill tells me they are serious about making one last real run at the title, which means Marion and Stoudemire are staying.
3. San Antonio - Will likely follow the script from last year, taking it easy and coasting to 55-60 wins. Scary.
4. Denver - If Martin has anything left in him, he will make this team very interesting.
5. Houston - Solid team. Francis adds nothing to the equation.
6. New Orleans - Almost made the playoffs last year with the most injury plagued season imaginable.
7. Lakers - Actually, the west really trails off here. Seattle and Portland won't be ready. Minnesota and Sacramento are a mess. The Clippers did nothing to improve, and the Lakers have Kobe.
8. Grizzlies - This is a more talented roster than the one that made the playoffs two years ago. They'll take a mulligan on last season and I think they'll be back. G.S. is the only plausible competition, and they traded away their best player.
I should probably explain omitting the Jazz. They did nothing to improve this offseason, and virtually everyone had a career year and stayed very healthy. Someone always disappears after a nice season (e.g. Seattle 3 years ago) and you have to make one bold pick, right?

Reason: Cavs have Lebron who can dominate. With Sasha and Varejao being good role players and most likely giving up Gooden for Mike Bibby, Cavs will be a really dominant team.
Chicago is a young team but a good one. They aren't strong down low so if Noah turns out to be a monster down low then Chicago will get the 2nd or 1st.
Toronto is a young team with a good core and lots of depth. When they set up and put their shooters ie: Jason Kapono, Anthony Parker out on the corner, Andrea Bargnani on the top and Chris Bosh and TJ Ford operating inside, then they will be hard to guard.
Detroit lost Chris Webber and Carlos Delfino and got Rodney Stuckney. Rodney is going to take a while to replace Delfino and Chris Webber is going to be hard to replace for Detroit. One starting lineup injury and they will get hit hard.
Boston loss lots of players and got 3 superstars now. If KG goes down then they lose. They can't replace KG.
NJ: Getting older and with the younger teams in the east, they will get easier to beat.
Heat: Getting older as well. If Shaq doesn't have any fuel left then they will go down also!
Wizard: If an injury hits Gilbert then this team will fall hard like last year.
Orlando: Dwight Howard is still a beast and with Lewis helping out, then they will get the 8th place much easier.
Knicks: If they score lots on defense, then they don't need to go back on defense. But that usually fails in this league.
I'll do the West if I have time.
