Definitely call the power company. I was recently talking to some people from the power company and they told me that it is very common and widepsread that people steal electricity and they (the electric company) have specific rights to check into this (rights that you don't have as a home owner). The electric company will come and check this out for you.
Hey, don't give me thumbs down for this. The other answers assume that they are tapping into your juice before the breakers. So if you turn off the breakers their lights will go out. But if they are really stealing juice, then they are smarter than this. The electric company can check it out with no expense to you.

Find your power meter and main breaker or disconnect, turn it off and see if the meter comes to a dead stop. If it still turns electricity is flowing from somewhere. Plug a lamp into the suspect outlet while your main is off, you might be getting power from the other apt. It is not uncommon for common walls to share outlets, (saves on wiring costs) but they should be separate in a rental. Flickering from one outlet can be caused from a lot of reasons, perhaps that one circuit has a high current device on it, such as your furnace or air conditioner blower. You may also have a loose wire connection at some junction point as the wires travel from the breaker box to the outlet. Complain to your landlord and ask that a LICENSED electrician check it out, especially if you have already suffered PC damage. Buy a UPS to protect your PC, and a smoke alarm to protect yourself. Electrical faults are a major cause of home fires.

4mm SWA will carry 42 amps so should be fine. You haven't said how many cores. Although you can use the wire sheath as an earth it is preferable to buy three core for a copper earth conductor. Apologies if you had already decided this. The rest of the plan looks fine. Although my SWA supply to my garage is taken off an underground box via the meter tails at the house boundary. The SWA in my garage terminates in a two way switch fuse for lights and radial sockets.

If they have tapped off your wiring, it will be somewhere after the meter and power panel so shutting off breakers isn't going to tell you a thing. There isn't included enough info to trouble shoot your "walls". Sorry.

It is highly unlikely that they have tapped into your electrical supply. I would call the power company to come out and check it out.

You would have to trace the wires to make sure. This can be difficult. It may be that the outlet you use are part of their circuit too.

turn off your main breaker and see what happens to your neighbors lights.
at night of course.
also you can turn off everthing in your house EVERTHING.
see if your meter still moves.
