If you're looking for truly miniature (1/35 to 1/160 scale)... go to a hobby shop with model railroad supplies and look for "Woodland Scenics" Field Grass... it is a fine hairlike product about 3 inches long that comes in several "grass" colors. Check it out under "Landscaping" on their site http://www.woodlandscenics.com/index.htm
For larger scales, unravel some hemp-rope, and iron it straight.
Good Luck

Which kind of wheat bundles do you want?
Tall ones with the actual wheat heads sticking out the top, gathered in the middle... or the baled or rolled type?
You can usually find those at hobby stores and even at some craft stores, but otherwise just find some dried grasses (growing as weeds) in a field somewhere and bundle those in the way you want. Or use some already dried wheat or other plants that have the right look from the floral dept of a craft store.

Why not make them? Go to a local farm and ask for some sheaves of wheat or barley, cut them to the size you want, and bundle them up. Or make fake ones from toothpicks. Bundle them up and use a knife to chip away at the edges.

You could use Shredded Wheat or Shreddies, which are breakfast cereals sold in the U.K. and may be available in Canada (Nabisco makes them). They are the real McCoy.
