Being inhuman doesn't transform a human into an animal. His gruesome behavior is one dark characteristic of his being a misled human - with all his imperfections and transgressions.
We are all beautiful human beings at birth, but in our journey through life, we sometimes pick the blinding elements of darkness that dare our instincts and rip our souls apart. We get dazzled with flimsy promises of temporary power, and turn to wild animals as perfect patterns for our survival. We then become the ugliest of human with a thirst for blood and hunger for dominion. In us is that dwarfed goodness that's left to die as we continue to defy it. Unless we act in time to change our inhuman ways,..we're cursed to a grim death to our last breath

If a person be inhuman in the strictest sense, that person is something other than human, but then that person would be no person. Therefore I must conclude that an ihuman person is someone who does not experience emotions as other humans who consider themselve as such might. An inhuman person might only perceive anger, or gladness, or another emotion and never experience any of the others. But then would a person who perceives only love be inhuman? Most would say no, but if they perceive only hate, they are deemed inhuman. So which do we call inhuman, and which do we call normal, and which do we destroy and which do we keep? I am glad I don't have to decide that question. Inhuman animal? Not quite Less than human? Not quite. A person, a living being, a soul needing help, Yes, I think so.

An "inhuman" person is an inhuman human, simply put. Be cautious of the differences between human, inhuman, & inhumane. We are all animals, of course, & it's interesting that the animals we refer to as "just animals," or, as inferior to ourselves (people) do not behave in the inhuman or inhumane ways that people do.
To define a person as inhuman, or inhumane is a subjective opinion, thus, not philosophically sound.

When someone is described as "inhuman" it ususally means they have done something we humans would like to believe we are not capable of doing. We are all capable of sinking to a level we would not recognize as human behavior. So no, inhuman is not less human, just too horrific for us to want to accept.

Any person who is not humane needs to be made a human .
He or she needs to cultivate the art of living ,to look at its own shotcomings ,take responsibilty (to recognise that you are cause in the matter),tell the truth to yourself ,and correct or clean up the mess by the inhuman act committed and BE a human that is born to be .

He is just another animal. But unlike other animals, he possesses the potential to be human again.

Your question is related to why righteous, holy believers get salvation and why the unbelievers do not.
In God's eyes the first become human - mimic God, is his image. The latter become animals that live to be part of the never ending cycle of ecology, birth and death.
