Hawks are difficult animals to keep out of an area they're interested in. Typically they don't like a lot of activity from larger animals so if you have other livestock, if you can put your other stock into closer proximity to the chickens, that will help a lot. I got a lot of owls picking off my ducks when i had them across the street but i moved them up to my barn next to my horse arena and the predation stopped. Many people keep livestock guardian animals (especially dogs) with them. Another thought is netting set above the chickens which will stop the hawk if he decides to dive. Although you might have to manually extract the hawk from the netting. Many livestock containment companies sell netting for above poultry areas. Also, there are new products on the market that are essentially tents with screening for the sides that are designed for livestock (poultry) use so that the stock can roam around but not actually be outside a contained area. Keep in mind that actually harming a hawk is a federal offense and can lead to both big fines and jail time so you definitely want to work on persuading them to leave your chickens alone rather than taking the brute force approach.

What about a plastic owl on top of the coop. It might scare the hawks away. Go to any marine store.
