I've seen college kids at an outdoor luncheon stock up on food in backpacks before- in the heat. I dont see it as being too different from someone taking a plate/doggie bag "to go" from a cookout/barbecue to eat later at home, except maybe they should just use a plate with foil or plastic containers instead. Most times, any leftovers at the end of the event are thrown away or taken by whomever gets to them first. If he was hogging them all before everyone ate, thats a problem.

Unless he was taking food that others might want (from people who haven't eaten yet) then... who cares. Chances are the food would just get tossed anyway. If no one else wants it, he may as well take it.
Personally, I wouldn't take hamburgers, or anything where spoilage is a possibility. But, I have grabbed extra food for later at company picnics and similar events. For example: a couple of extra beers or sodas, bags of chips, or cookies.

Yeah my parents used to know some guy like that. He would also stuff his wife's purse full of condiment packs anytime they went to a Burger King or McDonald's. The final straw with him was we were staying at this one campsite once on vacation and the guy was actually mooching food from the next site over's cookout.
My parents haven't talked to him since then. That was 13 years ago.

Well I would go up to him and tell him to take what he can eat and leave some for the others. Afterall the party is for everybody at the shop, he should be considerate for others.
He needs to be shown proper way even if he is an adult.
Nobody has to endure imature behavior like that, he has to be taught

Not an older person, but we took my cousin to a buffet, he's 1 and he was eating jello and before we knew it he was stuffing it into his pocket so he could take it home. It was cute.

I have seen and I have taken a plate home for later before, but never into a bag. I just put it on a plate and cover it up.
