the rule of thumb for fish is....... 1" of fish per gallon. so an example would be. you can have 40- 1" fish. or 20- 2" fish. it goes like that. if that makes sense. if its salt water, i would do a little less .

forget the one inch per gallon rule. every single species of fish is different and some like to have more room that others. do some research on the kind of fish you want before you actually get it. i think 15 is a goof amount, although I have a 40 gallon freshwater aquarium and i've never put that much fish in because I've got a cichlid that will eat any other fish in the tank!

To expand a little bit deeper on the two above me here Nikki, what it means is, you can't just simply add up fish based on a 1 inch or 2 inch or whatever inch rule and say I can put this in a tank. For example, knowing that Betta's males in particular, do not tolerate any other Betta's at all, if you are using this 1 inch per gallon horsemanure, you think it would be ok to put like 25 male betta's up in a 40 gallon tank? You'd have like only one left in less then a week becasue they'd all kill each other.
What you need to factor is ADULT size of whatever species you keep, and the compatibility with other fish if you are making a community tank. Filtration also plays a huge role. Example I always use, is the Oscar and the Platty. Take your Oscar at 3 inches and a full grown adult Platty same size. The Oscar eats and eats like thier is no tomorrow and will grow out to be a fish that is about 14-18 inches long. They produce waste massively. That platty doesn't even produce but 1/4th of the waste an Oscar does. So by that logic, clearly we can house more Plattys not only because of waste, but because of size. The thing to keep in mind, messier fish require greater filtration.
Decorations, usually don't come into play when looking at stocking issues unless of course you fill the entire tank full of like rocks to the brim and their just isn't any room to move around. The best case I think here, list out the fish you'd like to keep in a 40 gallon tank and how many, and if there's issues with that, we could suggest alternative stocking ideas and what would work out best. Depends on the fish and how big they are going to be.
One of my 50 gallon only has six fish but the fish are expected to be larger fish. 2 blood parrots 3 silver dollars and a pleco that is already 12 inches.

The rule of thumb is one inch of fish for every gallon of water. Don't forget that this is the size when they are fully grown...you can't get 40 1-inch fish that will grow to be 6 inches each.
