Atomic clocks are much more precise and constant. Rotation of the earth is visible to everyone with no special instruments.

Soooooo.... which is more acceptable depends on how accurate we need to be and whether we have the technology to be as precise as atomic clocks allow.

It is vibrations because it is more accurate. A cesium clock is the best known time keeper. This is because the rotation of the earth can vary slightly.

rotation of earth as atomic vibrations are effected by external magnetic electric fields.rotation of earth is dependable as it will change only when other body bigger than earth approaches earth
