My husband can fix anything. If he's never done it, he can always figure it out. Does it take any special computer knowledge to install a cpu fan?

It's making a rattling noise so I assume it needs to be changed. Right?

Yes, it's possible to almost everyone.

Take note: Many fan makes noises as they spin. This is because they spin too fast and its too close to the CPU and thus making a noise. But this only happens if the CPU is too hot OR the heatsink is not seated properly on the CPU, the contact is loose between CPU and the heatsink.

Check the heatsink and make sure it's fairly seated and the CPU is not overclocked.

One Important Point!! Make sure he cleans the old thermal paste off the CPU and apply NEW paste prior to putting the new fan on. If not..well within no time he'll be replacing the CPU and that could be expensive depending the the type of cpu.

1. Yes. It is very simple to replace a CPU fan. Power supplies are another story. Your husband could probably figure it out very easily.

2. Yes, it probably needs to be changed. This usually indicates that it is wearing out, and should be replaced to prevent damage to the CPU.

its probably just in need of dusting
be careful not to dirty up your board
use a high pressure spray first and
clean it.
