There would appear to be some controversy about the statement. The government contends that Kentucky ratified the 16th Amendment to the US Constitution on 2/8/10. However, according to one individual, the public records about the vote on that day indicate what you state -- 9 in favor and 22 opposed. (see http://www.geoffmetcalf.com/qa/22063.html) One would have to go in person, it appears, to a Kentucky library to search the journals from the days in question to verify this information. It is too old to be found online.

Your question is tough because of the fact you want physical proof. Kentucky did ratify the 16th amendment in February of 1910. I went to ask.com and dogpile to discover that. But-what's physical proof mean to you? You may need to write to the state archivist in Frankfort to get the exact vote.

It's a little vague. Amendmendment 16 could be a state proposal, or you could be refering to the U.S. Constitution.

If you are refering to the U.S. Constitution, this statement is untrue. Kentucky ratified it on Feb 8, 1910. Kentucky was the 2nd state to ratify it.
