send cars round the track in the opposite direction at the same time

Bring back wider full slick tyres.
Get rid of all the excessive aerodynamic aids which are currently making it impossible for one car to drive closely behind another.
Encourage teams to invest in better drivers. Currently it seems that many of the mid field teams invest in really quite poor and at times dangerous drivers. Some of them do improve, but not many.
Go back the qualifying hour where every driver has 12 laps to try and get pole without having to worry about how much fuel was on board.
Allow teams to pick whatever tyre they think is best for the race distance.
Change the points system to make winning worth it. 2 points separating 1st and 2nd just isn't right.
perhaps the we should also go back to the true meaning of Grand Prix. If drivers weren't paid so much for a whole season and were given prize money for a win then they would have far more of an incentive to improve and race.
Get rid of driver aids.

no barge board or winglets, no electronic driver aids, smaller wings, lower ride heights, wider wheel basses, bring back ground effects and the different engines, i loved when cars were running v12s v10s, and v8, all in the same race,

remove the "safety" chicanes from courses, these have destroyed the great over taking spots from these tracks, and for that mater stop building cookie cutter tracks, maybe upgrade track widths and surfaces but use tracks with history and tradition, i will make the exception for new countries like Bahrain and such, but Indy? we have so many tracks in America with unique character and legendary corners but instead we build a cookie cutter at Indy ?

here is an idea I've been toying with, every year the constructor champion car and the driver champion car, are required to give full technical data of the winning car to the other teams, this way no car will be more than one year behind the front runners, not a spec series like some have suggested, each team can modify the existing platforms to there own interpretation of that winning cars evolution

First off the Drivers need to do more pre and post race interviews. Fans like to know their Drivers and with most of F1 Drivers refusing to do pre-race interviews and only the podium Drivers doing the post race interviews; its no wonder F1 is falling behind NASCAR in popularity.

See the is F1 and the FIA's biggest mistake. They act like because they are the most elite racing series that they can do and be whatever they want and ignore what the Fans wants. They love to turn their noses up at NASCAR; but the reality is, NASCAR knows how to sell itself and it's Drivers.

When you know the Drivers and find one you share some a commonality with you tend to become more involved and more drawn into the Race. You invest more of yourself into it. F1 and FIA have sorely left that element out of racing.

I was an F1 Fan before I became a NASCAR Fan, but when my Step-son introduced me to NASCAR and these Drivers just opened themselves up to the Fans I was drawn in and now I am huge Jeff Gordon Fan.

Another thing F1 needs to do and that none of the Manufacturers will ever buy into is leveling the playing field. I am sorry but a race being won by 24 seconds is just boring at best. Race Fans want to see side by side racing; lead changes; and a different face in victory lane each week. When the same guy wins race after race, soon people lose interest and change the channel.

Bring back grooveless tyres. Then remove the wings (or maybe much smaller front wings to adjust balance, and no rear wing at all), so they can only make any real downforce from the underside of the car. Don't allow ABS, so that passsing under brakes (without wings to help) will be a real test of driver skill and chassis design. Go back to the days of no pit stops, and you force them to pass on the track. Making the cars a little narrower will make it a bit easier to pass - but not too much, or they'll be too unstable.

I don't agree with people saying that down force should be reduced. This would only slow down cornering speeds, how is that more exciting? Down-force needs to managed more effectively. An investigation on the subject a little while ago concluded that a split rear wing (two small wings, one behind each rear tyre as apposed to one full width one) would solve this problem. This would allow following cars to maintain grip and help them to overtake on almost any track. Bringing back full slick tyres and getting rid of traction control would also help.

Currently, as a general trend, the fastest cars qualify at the front, the slowest at the back. And we are asking them for more overtaking. It doesn't make sense, and so it doesn't happen. Some have suggested reverse grid, but personally, I'm not a fan of that idea, and I believe teams can manipulate/abuse situations to their advantage.
I, for one, am not unhappy with the current paucity of overtaking. I still find the strategy, the furious in and outlaps and "leapfrogging overtakes" quite exciting. Sure, a little more on track overtaking would be nice, but what I definitely DON'T want is the abundance of overtaking. If it's not a big deal to overtake, then the excitement of it will wear off after a few.
What I want more of on TV is something like the official F1 website's live timing to be accessible so I can keep track of who is going fast in which sector, whos pitting, who's struggling etc. I would like more radio communications between the drivers and pit crews (not just DC complaining about his gearbox). I would like to see Jean Todt, Luca Baldisseri and the engineers debating over strategy during the race, or slo-mo close up shots of the crew during pit stops. I want to see graphs of lap times by each driver and have them superimpose (a bit like the "worm" graph from one day cricket). I want more technical stuff shown and explained and analysed by expert commentators (sorry James, sorry Martin). I want Louise Goodman interviewing Flavios and Rons and Jeans instead of Sutils and Webbers and Satos ("Adrian what happened?" "Well, we think it's the hydraulics"...who cares!) I want Ted Krawitz to get himself out of the Honda garage and get a life. I want Peter Windsor to ask some more inflammatory questions at the post race interviews. ("Fernando, how's your mate Lewis, and did Ron tell you to have a shave?")

We cannot. It ebbs and flows and honestly this is by far not the most boring year by far.

"They" say passing will be improved by rules changes in the future, but the thing is, drivers have ALWAYS moaned that "it is impossible to pass in Formula One." But, as we've seen, if you put a Ferrari on the last row it won't be last at the end of the race; so passing is possible.

Alas, maybe inverting the grids makes it more exciting? :)

Allow more overtaking maneuvers ontrack. F1 isn't as exciting as before ever since they cut down on overtaking moves. They should bring it back.

Just like sazabi47 said for one season bring Schumacher out of retirement. He (I bet) would love to be out there racing with them. Its what he needed but then you couldn't be rid of Kimi or Massa.
Apart from that bring back the old tyres and Manual gears and we would see some proper driving skills instead of electronics being controlled by a computer.
