I do this from time to time. I do this only because whatever it is I am rating OVER or HIGHER than ten is because I feel that it is better than a 10. So I'll rate it 12 or 13 or HIGHER. I will also do the same going down. As in NEGATIVE 10. So WHY do you THINK I CAN'T rate something over a ten. OH, by the way. I rate your question a negative 99 Or so you might understand better -99. Simple. 11 does not fall within the 1-10 range. you see 11 is bigger than 10, and therefor is not an option. if they cannot understand that, they are pretty much hopeless. Sorry
