Penitum 4's are the crappiest processors made in the last 10 years. If you're on a budget and want to build a new PC, the dual-core AMD X2 and a Biostar TForce motherboard are your best bet:

Pricewatch.com has a lot to choose from. You can also tell which mobos and cpu's work together by clicking on the motherboard/cpu combo section--they also have good prices. Best pentium 4 is the one with the most GHz like about 3.4
