If your computer came with the operating system pre installed then the basic answer is yes ,you have a copy of your operating system instaled in a special recovery partition.
If you perform a recovery then your system will be returned to it's factory state.
Be aware however that if you format your hard drive any data you have not backed up,including any programs you have installed may be wiped, but you will be able to reinstall the OS from the recovery partition.
On some brands of computer you need to press f11 or f12 at boot up to start the recovery process.
check your users manual to see what you need to do for your system.

You should prolley burn your recovery disks before reformatting your main hard drive. But yes, the recovery partition holds a copy of your OS and drivers to restore the notebook back to when it was bought. Accessing the recovery partition is different from manufacturers, so visit their website to find out the right.
