removing clothing from my neighbours washing line, does used clothing have much value?

He wears high heels, is this to enable him to reach higher up as he isn`t very tall?

Doesnt matter what the monetary value is. If he is doing it without the owners consent its theft. Pure and simple.

On the other hand, he might be doing a favour to them by taking the washing down when its dry. Ask him what he is doing the next time you see him.

Whoa! Seriously, you need to tell your neighbor about this right away. Stealing is the minor issue here. Be hopeful that this gentleman is only doing it to get clothes to wear.

The darker possibility is that the man might be stalking your neighbor. Stealing someone's clothes habitually indicates he might have a fetish or be obsessed with them. For their safety, they need to know. It's up to them whether to report it or not, but this man might step over the line and harm or harass at some point. They should be forewarned.
