As a professional web designer you should have a basic knowledge in HTML, CSS, JavaScript and some of server site script languages such php and ASP
Not to program a site but to know the ability of those languages to convert your design
But the important thing you should know all stuff about colors, color harmony, visibility, fonts, navigations, images (specially photoshop) flash and 3D
If you get this stuff you can design a professional site and as usual in the Agencies there are programmers to convert your design into code.

I am a professional web developer. In my experience for a web designer(not programmer) these tools are the best.
1. Adobe Photoshop
2. Adobe Flash
3. GIMP
4. Adobe Dreamweaver
Also you better learn the design / layout / client side languages like (X)HTML / CSS / Javascript. If you know a bit more Flash you can create stunning websites!
If you wanna be a programmer too you should try PHP / ASP.NET and MysqL / MsSQL too.
And yes there is a good website that can teach you all aspects of webdesign. Take a look at

There are a gazzilion websites to do that.
I'd recommend this one:

They got the best tutorials for a beginner.
To find customers, start small... contact local organizations in colleges and other areas to see if they'd be interested. Make personal websites for people.... if you have to do it for free.
Remember, the most important selling point of a freelancer is his/her portfolio. That's the first thing you need. Don't worry about making a lot of money in the beginning.

Hi First understand these things:
Web Engineering involves three stages:
Web designing : (HTML, DHTML,CSS,Javascript/VbScript)
Web development (Asp.net / php/ JSP Servlets etc )
Database Development (SQL Server/ oracle /Db2)
If you are looking for Web or User interface development alone then stick to : HTML,Css, and Javascript.
If you want to learn Server technologies then go for ASP.net because its fast and cost effetive learning.
All together: HTML,CSS,Javascript, ASP.net and SQL Server(basics)
Now coming to desingning you can stick around with dreamweaver. If you want to learni it yourself keep all this in mind and start learning through online materials, or prefer buying some books on its.

Excellent answers so far but my comment is to also educate yourself on the unlimited software already out there to do mundate task and concentrate on the fine tuning to the specific client.
