Go to his Door and present him with a Gift of an Ash Tray. Tell him your Laundry and YOU would appreciate him using it...

Are you drying your laundry off a balcony? If you are simply STOP take your laundry inside and dry it on a rack.. Most stores sell wooden drying racks that fold almost flat for storage or stainless steel for durability... There's also one that opens like a tripod and stores like an umbrella QVC has it and it's not that expensive... You can even use that one for extra storage or for coats when company comes over ! I would just find another way to dry your laundry.. It's really not worth the hassle with the neighbor...

You need to catch him in the act and then confront him. Be nice and hopefully you will be able to resolve this problem. I mean your not asking for much are you? Maybe you should buy him an ashtray, if you think that would work.

Get a swamp cooler or any very large fan. Keep it pointed at his window and when its open, keep it on. He will learn very quickly to keep his ashes to himself.

dry your laundry in the dryer. That's what it's for.
The view of your loundry is not very attractive, and brings property prices down.
