how rs-232c standards are implemented incorrectly and how this is a problem?

They generally aren't. The usual problem is people can't agree wether they are Data Terminal Equipment or Data Control Equipment, so you often need to swap pins 2 & 3. If it's a full modem cable then you have to swap the other control signals too.

These days hitting the baud rate isn't as hard as it used to be, back when CPU clocks were slower and crystals were expensive we used to have to choose the CPU clock to give us good divider values to get close enough to allow the serial device to lock on to the signal.
