I've tried baking soda and washing them

Unfortunately, you really can't because the footbed is absorbent plus it has its own odor. I would use an odor-eater pad inside the shoe. That way her foot will be kept away from the straw, and when the pad gets worn or smelly, you can replace it.

Try some white vinegar. It is great for most every odor.

Spray rubbing alcohol on them liberally and let them dry. See if that works.

one sheet of laundry bounce for each shoe should do the trick

rub charcoal on them. but only if you don't care if it ruins them.
