In short... yes. Though you need to first decide if you are looking to race or simply drive the track (open lapping). Like most race tracks in CA, Laguna Seca is open pretty much every day of the year for some type of event. However, as there is a Skip Barber school on site, this takes away a good portion of possible track days. Further, with many people wanting to drive here, availability at remaining events can be scarce.
For open track events: These are often run by car clubs (Porsche Club, BMW Club, Ferrari Club, Corvette Club, Shelby Club, etc), or Open Track Clubs (Nor Cal Racing, Green Flag, Coastal Driving, Track Masters, etc). You bring your own car (needs to be in good condition) and helmet. If you are a beginner you will normally be paired with an instructor to help you out and drive in the novice driver group. These are fun events and you will learn alot about driving.
Given demand, Laguna Seca is one of the more expensive tracks in Northern CA... and even with the added run off room in recent years from the MotoGP changes, I still think that both Thunderhill (north of Sacramento) or Buttonwillow (near Fresno) are more appropriate tracks for first timers.
To race at Laguna Seca, you will need either a NASA or SCCA competition license, and an appropriately equipped racecar for whatever class you wish to compete. Both NASA and SCCA host races here on their own, or as support races for some of the major weekend events.
Lastly, there is always the Skip Barber option. They run a variety of events, and offer schools too that are aimed at getting you a competition license. They provide the cars for their schools, but event costs are much higher than the previously mentioned options.

The best way to get your car on the track is through NASA (National Auto Sport Asocciation) or SCCA (Sports Car Club Of America). They have track days where you can do laps in your own car, but they also have rules. No, you can't just go in and drive around. That's a good way to get arrested and you wouldn't get any lap times anyway.
