It's not rust. If it scratches off, it can be cleaned off. Since tree sap is water based, solvents like paint reducer or gas won't touch it. It needs to be cleaned off with an agressive detergent and water. If this isn't working, a car detailer can buff it off with a buffing/cleaning compound. It's gritty like toothpaste but won't hurt the paint. Then it will need to be machine polished and waxed. Presto, good as new,.

Dawn removes a lot safely. You might need lava soap - we used to call that magic soap when I was a kid.
I find if you clean it as well as what you have on hand - moisturize so it helps to lift that off of the skin and it will come off with regular washing.
