Not if you want both to live. Seahorses are saltwater fish and need a marine tank, while bettas are freshwater.
If you're asking about a marine betta as Craig thought of, the answer would be no. Seahorses are slow swimmers, and most other fish outrun them to food, so having them with just about any fish would lead to their starvation. Some small bottom species (dragonets and gobies) would work best, but some of these require large tanks, and aren't easy to keep.

If you are refering to a a regualr betta than no. Bettas are freshwater fish and seahorses are marine fish. However there are marine bettas and i guess in a large enough tank you could possibly keep them together. That would still be risky because marine bettas are pretty good hunters and seahorses are very slow so the betta may pick on the the seahorse. So I wouldnt reccomend keeping marine bettas with seahorses but i guess it is possible.

Thank you copperhead... from what i am reading is that marine bettas tend to hide and dont take well to frozen.prepared foods. I am also seeing that just as seahorses they dont like the heavy current in the tank because they to are not very strong swimmers. I am all about keeping seahorses in species only tank (finally got my erectus to breed btw) but i dont see why if these really are the characteristics of marine bettas why someone couldnt keep them together in say a 55-75 gallon tank. If you target feed them both and provide the caves for the betta and smooth areas for the seahorses to perch i see it as being possible. Again i dont know for sure that this is really the truth about the behaviors of marine bettas for a lot of these websites are filled with garbage information. Just as a side note my female hippocampus erectus is a pretty stong swimmer for a seahorse when food is in the tank she is quite acrobatic so i see it as being very possible with someone who had expierence with keeping delicate marine species.

Nope. Sea horses are saltwater, betta's are freshwater fish. House them together, and one will be dead in under an hour.
