yes he was. he was appointed by the emperor directly

Is he the one featured on Discovery Channel? Guess he was not really an admiral but kinda of an explorer just like Columbus or Magellan. Think he wan only given the power by the emperor to explore other parts of the world in order to trade. It is still a debate on whether he reached the US mainland though.
