"All sales final" means just that. Because purchase hasn't been delivered yet doesn't get you out of the purchase you made. You signed on the dotted line and knew the story policy.

It depends. If there was a specified delivery date on a contract, and the store did not deliver, that is breach of contract and you can withdraw from the contract. Be aware that it may take a trip to small claims court to get everything sorted out, though. Some states have a 3 business day (buyers' regret) type of "out" on purchases....you local DA's office should be able to tell you what your state's laws are. If you are real lucky, you paid with American Express, and they will try to sort it out with the dealer for you. An "all sales final" policy is the business' first line of defense, particularly if they sell shoddy stuff, but it isn't always enforceable.

If the store's policy said all sales are final you can't return it, provided that the store's policy states that the transaction is closed once you have paid for it. They can argue that the sale is final.
However there are transaction that state that a sale is not complete till the goods are in your possession. If you have not received the goods and have you have not paid for it you can simply cancel your order. Its all store policy.

You could pursue a legal argument on it, but I don't know what would happen. I don't think that you will be able to return it for a full refund, that's for sure... I would try to get the replacement parts and if anything is wrong with them then you have a better chance at winning, but if nothing is wrong with them, then they can argue that they did their best and you would lose. I think some states let you cancel a transaction within 72 hours (depending upon the cost of the item). Check your local state laws.

Refuse the delivery and call your credit card and dispute the charge. The transaction is not complete until you have taken possession of the item.

No. This is why I don't buy from any company with that type of policy. It's usually a way to get away with selling garbage.
