BSNL does not have datacard so you cannot.
Using Airtel or Reliance connection you can connect.

If u have an inverter or an UPS for the Modem , (The time is limited by the battery 15 -20 mins)then u can work even if the power is out..Laptop can run for a few hours on its battery if its fully charge..Anyway, its upto u to work in the dark...

get an uninterruptible power supply and use it to power the modem while power is out.
likely won't work too long in a severe situation as your ISP's power will go out as well and it'll cease working. Hurricane Wilma showed me that in person.
