That's a "skull" rowing boat used for competition racing. Main boats both builds them and sells the plans along with the material for them. Be prepared to pay the price though.
It also takes great skill, spacial tools and a shop with lots of time, to build one of these.
If you look around, with time on your hands, the New England sea coast and the towns of the area, you just find one no longer in use and in need of repair, that would be a good way to get one. Even if it was in bad shape which is hard to fathom, you'd have a start. Good luck.

A hand built Portuguese skull rowing boat. Go on the Internet search for websites. I don't know of a place, but I'm sure there is a market out there.
