The most liberal one that I ever heard of was Florida - anybody who commits a crime with a penalty higher than a ticket and/or a fine are most likely to be put in handcuffs and leg irons before being brought before the judge.

That will vary from Department to Department. Each Jurisdiction will have its own rules about use of handcuffs and shackles.

It is NOT a statewide issue.
