When you are feeling bad about the situation when it brings you down in a destructive way and you are not getting any where in the situation or circumstances. Time to reevaluate the situation and reboot to new experiences that make you feel good about you and your life. Its time to let go when you feel so bad about yourself and the situation and you can not make the changes it is totally out of your hands and detrimental to your well being you must let go and learn the lesson from it in the end you will be set free and feel so good about yourself sure other problems will arise but such is life but not to the extreme when something is so negative in your life time to move on :)))

The moment that you know what you wanted to achieve, and did so, is the appropriate time to let go. This might be in a relationship or in some sort of life situation.
