Do you think that perhaps some sort of personality test or evaluative interview would be better than age limits at determining things like:

Who can get a drivers liscence?
Who can vote?
Who can legally consent to sex?
Who can buy legally buy alcohol/tobacco?
Who can see R rated movies or adult videos?
Who can join the military?
and so on...

Or do you think an age limit for these things is the best policy?

A very good idea but not do-able.
Most people mature at different rates. Some can manage responsibilities while others can't at the assigned legal age.
When it comes to things like sex and military, believe me--its more about handling grown up emotions by participating in grown up actions.
Voting is based on ability to discern the right one for the job.
Driving involves mental and physical skills and requires accurate judgement.

Most teens THINK they're better, stronger, smarter, and faster than they really are. Problem would then be who decides who's ready for what?

When I was younger I definitely thought a system like this would be great. Mostly because I thought I was grown.
But having a age limit is probably our best bet. Sometimes even the age limit we have does not fit every case such as I have a 25 year old friend that likes to drink and drive. Obviously, he is not mentally old enough to drink because he does not understand the consequences that he is causing to not only himself but to others.
