Why don't you check the CIA World Fact book on www.cia.gov? You can look at the types of government for each country as well as economic and quality of life facts. You can also see how long they have had since the last political uprising. Then you can decide for yourself if democracy is working in Latin America.

The way you make your question "would a democracy..." makes someone think that there is no democracy in Latin America. Considering that most Latin American countries are democracies... I can't answer your question.

A better question is "is democracy working in Latin America?", if you ask it, I'll answer.

Democracy works anywhere, but sometimes you have to kill off the bad guys for the good buys to feel comfortable enough to head to the polls.

I had an email exchange with a Venezuelan that lasted a couple of weeks or so. We argued back and forth. I told him what I knew, he told me what he knew.

From what I understood, so many people are in real poverty that they are ready for handouts, not some sort of pie in the sky vision that will take generations to build.

cities are overcrowded, there is a lack of sanitation that we take for granted. etc. also, too many people turn a blind eye to corruption..Latin American people don't seem to get behind ideals. Family is first, god is second, country is last it seems.

they believe that American Media is ultra right and that Americans are like drones etc...hmm.

maybe god is still first, but you get my point.

Mexico is a federal republic, with free elections just like the United States. Whether or not it is working well is up to debate, but it exists.
