direct variation: y/x = k or y = kx. here
y/x = -2/9.
so y/x = -2/9 is a perfectly fine equation. so is y = (-2/9)x, which looks like a linear y = ax + b with b=0.

-2=9k

k=-2/9

y=-2/9x...
