Now days, it's simply called a 'coke ring' because people use the pointed 'scoop' to scoop up cocaine with and snort it. It's considered drug paraphanilia in most cities but should be easy to find at flea markets or tobacco shops. You should check out the Warner Bros. store online. I know a couple years ago they sold replicas of the exact same ring you're talking about, so you may be able to get the very one you see in the movie! :-)
