What, pray tell did the Holocaust have to do with probation? the Holocaust wouldn't have been "going on" it would have been over after a few years, the Jews would have been exterminated and it would have been over. Had we listened at first and heard the cry of their fears, we would have stepped into the European campaign earlier and tried to stop the Nazis.
Probation was a farce that wasted both the time and money of the government. It helped create, not "created" the Mafia and other gangs involved in smuggling, the gangs were already there. They took advantage of it.
It did bring about the F.B.I. and increased the powers of the Federal Prosecutors office. It changed many of our laws and amended many more.

The first, and most critical, might be the question: Did it work? And the answer is, of course, no, it didn't. It pushed alcohol into the balliwick of the gangs, the underworld and lead to corruption throughout the system. Much as the prohibition on recreational drugs is doing today. Prohibition helped glamorize drinking, and also promoted illicit businesses who made alcohol out of any and everything, often killing their customers with their poisonous brews.
There aren't many positive sides to prohibition - despite what the WCTU (Women's Christian Temperance Union) believed, because the demon rum didn't go away.
When a 'forbidden' substance is made reasonably available, and relatively inexpensive, it loses its glamour.
